What could make my 2000 kia stop running while I was driving it?

Yesterday I was driving home and the kia acted like it was losing power so, I pulled off the road. It made a very quite noise. So, now it wants to start but, it can't turn over. I am wondering if it could be the timing belt or the ecu.|||I would start with the timing belt , then check the fuel pump.|||The fact that it's a Kia.
